Reducing Poverty: Corporate-Style
But you see, I am sure the UN cannot be wrong - if they think a top corporate house of an HDI-in-the-pits country [Human Development Index - for the uninitiated, the industrialists, the politicians, the middle & upper classes, the 24-hr sansanikhez-news-bite channels, the i-hate-depressing-news-ers. . .] can help reduce poverty, then I am sure their reliance on dear Mukesh isn't misplaced. I mean, I'd say the UN knows best. Just like the World Bank knows best. You see, what we stupid, short-sighted, anti-development, anti-national welfarist people do not really understand, is the power of 'the corporate unleashed' - free-market style. So if you were wondering what our Friedmanist Chicago School followers are up to these days, you'd find them at the UN offices - playing 'halve-poverty-or-die-tryin''. Only, I call it 'button-button-who's-got-the-button'. . .
But, maybe you know, what emboldened the UN-MDG people, was the Union Carbide victory. That surely proves that our corporate houses, and our tried-and-tested aid-granting, debt-dangling friends urging our government to do its best by its people, can get it do deliver on just about anything - i mean, on right up to justice for darling old Warren Anderson, now can't they? Oh, c'mon now, don't tell me you'd grudge a pliant li'l drowning-in-debt third world country an attractive business climate!!
So, really, getting businessmen-who-mean-business to help us halve poverty is just the first step, and no mistake. (In fact, better still, let's halve the poor! I mean look at the way it was so terrifically stage-managed in Latin America - seems so much easier than tackling poverty, love, it'd be a shame not to consider it as an option!). With the World Bank helping us structurally adjust to neo-liberalism for last twenty years, we cannot fail. . .to get many more Ambanis faring well - at the centre, at the UN, and at the rich man's roulette. . . .oh, the stock-market, you silly darling!

ताक़त का ये ख़्वाब तो सुनहरा नहीं है!

[ये कविता मैंने गुस्से में लिखी थी एक दिन, जब हमारे कॉलेज ने सरकारी शोर से डरकर हमारे अरुंधती रॉय की प्रेस-कांफ्रेंस में न जाने के प्रबंध कर दिए थे. मगर हम में से एक लड़की गयी अरुंधती को सुनने, जानने की वो क्या देख कर सुन कर, सीख कर आयी थी. और बाकी हम सब को बैठाकर कॉलेज में सरकार-राज, देश, और शिक्षा एवं पाठ्यक्रम में सुधार की बातें सुनायी गयीं - एक बेहतर और सही मायनों में लोकतान्त्रिक राष्ट्र और नागरिक बनाने की खातिर. हमें कुछ और करने से रोक कर, हमारी राय जाने बिना और हमारी इच्छा जानने के बावजूद. वहीं बैठकर अपनी नाराज़गी ज़ाहिर करने के लिए मैंने ये रास्ता इख़्तियार किया. हमें घेरने के लिए ये कांफ्रेंस रची गयी थी - वहां चल रही बातों पर ख़ास ध्यान देना कोई लाज़मी नही था. सो मैंने नही दिया.]
वो सर झुका के सब लिख रहे थे,
काग़ज़ों पे काग़ज़ भर रहे थे,
भर रहे थे -
काले, नीले अक्षरों से
बड़े, भारी अक्षरों से...
इन अक्षरों में छुपी कहानी
बड़े ज्ञान से ढंकी कहानी-
बाहर, दूर जो सच हो रही थी.
इन आँख-कानों की पहुँच से
दूर - लेकिन, घट रही थी।
यूं तरक़ीब से उसे दूर रख कर,
और कुछ का कुछ समझकर, ये
कमरों में चर्चा कर रहे थे.
ठन्डे, साफ़-सुथरे और चमकते -
कमरों में - बातें गढ़ रहे थे.
सुन रहे थे, लिख रहे थे, कह रहे थे -
नहीं चाहिए, जो अभी है नहीं चाहिए।
जिस तरह भी हो सके, ये सूरत बदलनी चाहिए
लुटे, थके, मन मार के जो
जी रहें हैं -
छोड़ना उनको नहीं है, उनकी
बात करनी चाहिए,
ज़रूर, सारी करनी चाहिए...
मगर, बाहर कहानी बढ़ रही थी -
इन बातों, किताबों से अछूती,
जूझती, अकुलाती, चीखती, झुठलाती,
और इन से कुल परे।
एक औरत कह रही थी -
कि कहानी बढ़ रही थी -
इन तमाशों से अछूती,
और दर्द से बिलबिलाती...
कमरे में बस एक लड़की
जलते सवाल से आँखों वाली-
वो जैसे झुंझलाई हुई सी,
उलझी, परेशान-सी आँखों वाली,
भरे कमरे से निकल कर
जाल बातों के कुतर कर,
भाग जाना चाहती थी।
वो सच्चाई की बात नहीं, सच्चाई
सुनना चाहती थी।
बदलाव जिस से आ सके-
वही अपनी, आवाज़ पाना चाहती थी
कहानी - जो किताबों तक ही बस ये रखना चाहते थे,
बातों की हवाओं में, बस उड़ा देना चाहते थे,
वो वही सुनना चाहती थी।
उस औरत की हर कहानी...
गुस्साई-सी सब आँखें,
और हैरान-सी कुछ आँखें
पीछा करती रहीं उसका,
नियम, कानून और बंदिशें सब
पीछा करती रहीं उसका
लेकिन, कहाँ उसका, वहां बस
कुछ सवालों का साया था - सुलगता.
सुलगता, संभलता, दहकता.
सो, 'बातों वाले', सवाल लेके, कमरे में
ही लौट आये -
सवालों पर अब 'बातें' होंगी. . .
वो लड़की, उसके साये भी सब-
इन के लिए कहानी बन गए हैं,
इनकी बातों का हिस्सा बन गए हैं।
और बाहर? बाहर,
लड़की और उसके साये भी सब-
लड़ाई का हिस्सा बन गए हैं।
जूझती, अकुलाती, चीखती, झुठलाती-
हर औरत का हिस्सा बन गए हैं।
इन तमाशों से अछूती...
और इन से कुल परे।

कहीं छुपे पहाड़ी फूल की खुशबू है,
या खामोश लहरों का प्यारा-सा खेल,
नर्म हरी कोंपलों को सोचती नज़र है
या नन्हें परों को दिया आसमां का वादा...
किसी दर्द को सहलाता हाथ है
या उसका जवाब तलाशते क़दम...
तेरी आवाज़ में शबनम की नमी है
या किसी ख़ास ख्वाब का नशा,
इन आँखों में ठहरी कोई रोशनी है
या बहते पानी-सा तेरा ही वजूद?
जो भी है तू, जो कुछ भी तुझमें है
कुछ मेरी मंजिल है, कुछ मेरी राह-सा,
कहीं मेरे सवालों के जवाब-सा, तो
कहीं मचलते मेरे सवालों के साये-सा
या शायद,
सिर्फ, वो कुछ मस्त सुब्ह की रोशनी
जिसमें मेरा होना साफ़ नज़र आता है।

shikshaa kaa adhikaar: aage paDhaii yaa laDaaii
'शिक्षा का अधिकार कानून, २००९' अब लागू हो जाएगा। एक तरफ समाज के कई तबकों, एनजीओ आदि में उत्साह, उम्मीद है तो दूसरी तरफ एक छोटे गुट में हताशा और गुस्सा भी है. इन प्रतिक्रियाओं, और इनके बीच के फर्क पर अगर नज़र डालें तो इस डर की गंभीरता समझ में आने लगेगी कि आगे कहीं शिक्षा की सारी लड़ाई इस कानून के क्रियान्वयन की चिंता तक ना सिमट कर रह जाए. क्या यह बढ़िया-सा सुनाई देने वाला नाम ही हमारा उद्देश्य था? इस अधिकार का व्यापक अर्थ, इसे अर्थ और दिशा देने वाली सोच, बुनियादी नीतियां क्या महत्त्वपूर्ण नहीं हैं? क्या यह कानून सारे बच्चों के लिए एक समान गुणवत्ता वाली पढाई का इंतजाम कर सकेगा? क्या इससे पिछड़े या गरीब बच्चों की पढाई पूरी तरह मुफ्त हो पायेगी? क्या ये बच्चे १४ साल की उम्र में ज्ञान के नाम पर जो कुछ लेकर, स्कूलों से निकलेंगे वह इन बच्चों, परिवारों, या समुदायों की ज़िन्दगी सुधार पायेगा?
ज़ाहिर है कि बढ़ते क्रम में केंद्रीकृत और वैश्वीकृत होती दुनिया और एक विकेंद्रीकृत शिक्षा-व्यवस्था की ज़रूरतों के बीच बुनियादी द्वन्द हैं, तनाव है. इन्हें स्वीकार करना और सुलझाना बेहद ज़रूरी है. किसी भी देश में एक विकेंद्रीकृत शिक्षा व्यवस्था जनता की मदद और भागीदारी के बिना, या सार्वजनिक क्षेत्र से बाहर न बन सकती है, न पनप सकती है. फिर विकेंद्रीकरण न आसान है, न कोई जादू की छड़ी जिसे फेर देने से बुरी शिक्षा से छुटकारा हो जायेगा. आम जन की तैय्यारी भी होनी चाहिए ऐसे फैसलों में भागीदार बनाने की; तो ऐसे स्वतंत्र 'थिंक-टेंक' तैयार होने चाहिए और उनके लिए ये संस्थागत जगह होनी चाहिए कि वे शिक्षा-सम्बन्धी मुद्दों पे विचार कर सकें, आम जनता से इन पर विमर्श कर सकें, देश और समाज में ऐसी बातचीत एवं विमर्श को दिशा दे सकें, उसका नेतृत्व कर सके.

ख़्वाबगाहों की जो क़ीमत है, जवानी की नहीं;
अपने कुछ ख़ास ख्वाबों को पलकों पे पनाह दे,
बज़ार की इजाज़त नहीं, इंसान की हिम्मत नहीं।

मान गए साहब - कोई ये नहीं कह सकता कि कांग्रेस को लोकतंत्र चलाना नहीं आता। मतलब, लोकतंत्र के नाम पे सवा अरब को 'चलाना' - क्या कम करतब है? और फिर बीमार को पता भी न चले कि वो कब बीमार, कब चंगा, ऐसा इलाज तो पुराने अनुभवी बैद-हकीम ही कर सकते हैं।
इस ‘चलाने' का ताज़ा तरीन उदाहरण है – अनिल सदगोपाल और केंद्र सरकार का ‘आमने सामने’ होना। ज़रा पूछिये कि यह सारा उपक्रम आखिर किया किस वजह से गया? जिस आदमी को अपने अनुभव, काम और पूर्व भागीदारी के बावजूद बिलकुल सफाई से केब २००९ से दूर रखा गया उसे सरकार ने प्रेमवश तो नहीं बुला लिया शिक्षा के अधिकार पर बात करने के लिए। १ मार्च को दूरदर्शन पर 'आमने सामने' कार्यक्रम में सुधांशु रंजन ने प्रो. यशपाल, शकील अहमद और अनिल सदगोपाल से आधे घंटे शिक्षा का अधिकार २००९ कानून पर चर्चा की। जिन्होंने कार्यक्रम देखा उनमें से कुछ दोस्तों कि टिप्पणियों से मुझे लगा कि कुछ बातें साफ़ करने कि ज़रुरत है।
क्या है, कि हमारे लोकतंत्र में कोई ज़्यादा शोर मचाता है तो उस आवाज़ को दबाने के लिए आवाज़ मिलाने की कोशिश की जाती है। अब जनता तो रोज़ी-रोटी में उलझी है; एक साल में भूल ही गयी होगी कि ये विधेयक अंग्रेजी के अलावा किसी भाषा में कभी उपलब्ध नहीं रहा; इस पर कोई जन-सुनवाई नहीं हुयी, किसी मंच पे लोगों से या उन के प्रतिनिधियों से बात नहीं हुयी। इन सब की, और कई मूलभूत संशोधनों कि मांग पिछले एक साल से अनिल सदगोपाल समेत कुछ अन्य 'ग्रुप्स' करते रहे; जब यह कैंप बड़ा होता गया, तो सरकारी कानों पे जूं रेंगी और दिमाग दौड़ाया गया कि क्या प्रपंच रचा जाए जिससे लगे कि सरकार विरोधी आवाजों को साथ लेके चल रही है? हिसाब लगाया गया कि आधे घंटे के कार्यक्रम में दस मिनिट अनिल सदगोपाल बोल लेंगे तो भला बिल का या यूपीए स्टाइल-लोकतंत्र का क्या बिगाड़ लेंगे? मगर लोकतंत्र में जनता सरकार पे कभी भी भारी पड़ सकती है - अगर जगी रहे। जगाने का काम अनिल सदगोपाल जैसे लोग करते रहें हैं।
और भैया, कांग्रेस कोई अभी नींद से नहीं जागी है। यशपाल भाई गलत कह गए कि चलो ६० साल बाद सही, सरकार जगी तो, शिक्षा के अधिकार को माना तो, कुछ तो देने को तैयार हुयी. . .साहब कांग्रेसियों की तो जागरूकता के हम कायल हैं, यही तो जागे हैं पिछले साठ साल – इनकी बदौलत तो हम, आप सो पाए . . .और कुल मिलकर आखिर इतना बड़ा लोकतंत्र और किस तरह चलाया जा सकता है, ज़रा सोचिये। मैं जागूं, तू सो जाए - प्रेम देखिये आप...
अब हर किसी की तो सुनी नहीं जा सकती न किसी 'डेमोक्रेसी' में। तो हमारी आम आदमी कि सरकार ने पढ़े-लिखे, बड़े लोगों के हाथ में ज़िम्मेदारी दे दी – कि चलिए बताइए कैसी शिक्षा का और कैसा अधिकार दिया जाये इस देश के बाकी लोगों को? फिर हमारे यहाँ के बड़े लोग कोई ऐसे वैसे हैं? इन्होने अमरीकी 'यूनियन कारबाइड' के लिए खून के आंसू रो रो कर केंद्र सरकार को ख़त लिख दिए थे, उसके लिए माफ़ी मांग ली थी; ये क्या अपने ही लोगों के लिए एकाध अधिकार जैसी दिखने वाली चीज़ भी नहीं मांग सकते?
मगर आपने सुना कांग्रेस के शकील अहमद साहब को – सारे बच्चों को एक जैसी बढ़िया शिक्षा मिलना, सरकारी स्कूलों में बढ़िया शिक्षा देना – यह सब आदर्शवादी बातें हैं; आदर्श की तो परिभाषा ही यह कर दी है कि जिसे कह के काम चल जाए, करने कि ज़हमत न उठानी पड़े। दूसरे, आप ज़रा सरकार कि मुश्किलात भी समझिये – अमीरों के बच्चों की पढाई पे खर्च करने (और स्कूल बनाने से बेहतर तरीके भी हैं इन पे खर्च करने के) से 'रिटर्न' बेहतर मिलते हैं; पक्का है कि कुछ कर-कुरा के पास करा लेंगे बच्चों को – ट्यूशन लगवा देंगे, कोचिंग भेज देंगे. . .दूसरी तरफ किसान-मजदूर, इन के साथ दिक्कत यह है कि एक तो खुद पढ़े-लिखे नहीं हैं, दूसरा ट्यूशन कोचिंग भी नहीं भेज पायेंगे, तगड़ी फीस भी नहीं दे पाएंगे! अब इन के लिए टीचर जुगाड़ो, स्कूल बनाओ, ढंग से पढ़ाओ मगर कोई भरोसा नहीं कि कल को ‘माई-बाप’ का लिहाज रखेंगे; आके छाती पे मूंग दलेंगे – पानी दो, ज़मीन दो, जंगल दो! कम-से-कम अमीर आदमी अख़बार में जो चाहे बयान दे दे, आके गर्दन तो नहीं पकड़ता! उसको दे के देखो, कभी एहसान फ़रामोशी नहीं करेगा।
यशपाल जी ने भी एक पते कि बात बता दी हम सबको कि जब सरकार २५ % गरीब बच्चों को निजी स्कूलों में 'एंट्री' दिलवाएगी तो इस से उन स्कूलों के बाकी बच्चों का फायदा होगा – वो यह जान पाएंगे कि 'भारत' क्या है। थोड़ी दिक्कत इस में ज़रूर आ सकती है क्योंकि इन बच्चों को भारत को जानने के लिए अपनी शिफ़्ट के बाद रुकना पड़ेगा, अपने कमरों से बाहर निकल कर टीन के नीचे जहाँ उन २५ परसेंट बच्चों का ‘स्कूल’ लगेगा वहां खड़े रहना पड़ेगा, और बतौर मनोरंजन उन टीचरों को बर्दाश्त करना पड़ेगा जो उन २५ % को पढ़ाने के लिए दिहाड़ी या कांट्रेक्ट पे 'मिनिमम वेजेज़' पे रखे जायेंगे। यह सस्ता, सुन्दर, टिकाऊ और कानूनी तौर पे जायज़, तरीका राजधानी दिल्ली के कई बड़े, दिलदार स्कूलों में पिछले कुछ समय से अपनाया जा रहा है। सरकार भी पीछे नहींरही- उस ने इन पे इनाम लुटा के ये भी जता दिया है की वो नैतिक/अनैतिक, बढ़िया/बेकार के छोटे झगड़ों में कतई नहीं पड़ेगी, बस शिक्षा देने का महान काम करते जाना है।
अब यह भी कम फ़न नहीं है कि कोई केंद्रीय सरकार भारतीय संविधान और विश्व बैंक के फ़रमान, दोनों को एक साथ निभा ले जाए - मुश्किल करतब है साहब...मगर आप यह न समझिये कि इन्होंने देश को ताक पे रख दिया है - सब कुछ ये देश की तरक्की के लिए ही तो कर रहे होते हैं। मनमोहन सिंह ने तो पिछले दशक की शुरुआत ही में क़सम खा ली थी - या वो रहेंगे या ये देश - मतलब...जिस हाल में था देश उनसे बर्दाश्त नहीं हुआ। प्रधान मंत्री नहीं तो वित्त मंत्री ही बनकर देश की औरदेश के गरीबों की खूब सेवा की। उस पर वाह रे ख़ुदा कि क़ुदरत - विश्व बैंक जैसा चमत्कारी गुरु! अरे जो भरे घड़े को और भर दे, और खाली को और खाली करा ले, वो क्या नहीं कर सकता! उसी का हाथ है, और बचा खुचा कांग्रेस का, कि हमारी सरकार, और 'इंडिया इंक' इस देश के उपेक्षितों, थके-हारों का सब काम खुद ही तमाम कर पायें हैं - आपको हमको एक ऊँगली न उठानी पड़ी - उन्होंने हर तबके के लिए सब पहले ही तय कर दिया। कैसी शिक्षा, कितनी शिक्षा, कितने में शिक्षा...
विश्व बैंक आके समझा गया था सरकार को कि देखो, तुम्हारी जनता का कल्याण करने का हक़ सिर्फ तुम्हे नहीं, हमें भी है। तुम अब और कल्याण करने कि फ़िकर में मत पड़ो, जो तुमसे रह गया है उसे हम समझ लेंगे। मगर मुफ़्त के कल्याण ही से किसी का गुज़ारा हो सकता तो पंडित-मौलवी-पोप सब दुकानें लगा के क्यों बैठते? कल्याण कर के ही स्वर्ग न पहुँच गए होते? तो बेटा, कल्याण करवाने के 'यूज़र चारजेज़' लेना सीखो। पर तुम पिछड़े, गरीब लोग हो, इतना गणित न कर पाओगे। हम पुराने पहलवान हैं - हमारी पहलवानी देख के गणित खुद-ब-खुद हो जाता है; तो हमें देखो, और सीखो। अरे प्यास से मर रहे आदमी को पानी बेचने जैसी कलाओं में हमने लैटिन अमेरिका में खूब नाम कमाया है, वहां के प्यासे हमें कभी न भूल पाएंगे। तुम्हें भी तुम्हारी जनता के दिलों में बसना है तो हमारी सुनो।
कुछ छोटे, सरल सवाल हैं जिन के जवाब आप को मालूम हों तो आप भी देश के विकास की 'ब्लू प्रिंट' बना सकते हैं. यही विकास का रास्ता विश्व बैंक ने सरकार को समझा दिया। देश की भलाई काहे में है? विकास में। और नासमझों, विकास का मतलब आर्थिक विकास के सिवा कुछ नहीं होता। अब आर्थिक विकास खेतों में पैसा उगा के तो होता नहीं। सही तरीका है बाज़ार में सामान बेचके कमाने का। सब बिज़नसमेन ऐसे ही पैसा बनाते हैं - सबसे ज्यादा क्या चाहती है जनता? शिक्षा? तो शिक्षा बेचो। पर तुम राजनीति में हो, सरकार हो - तुम सीधे बाज़ार में जाके सामान नहीं बेच सकते। तुम तो नीति बेचो. सामान तो हम बेचेंगे, तुम्हारे उद्योगपति बेचेंगे। तुम तो बस ये फ़्री का सरकारी सामान बांटना बंद कर दो, दया कर के। और ढंग का सामान तो सरकारी दुकान में नज़र ही नहीं आना चाहिए।
और मानिये आप निजी क्षेत्र को; सरकार की तरह पैसों का रोना रोके एक तरफ नहीं हो गया। भारत की जनता को सीधे 'कान्टेक्ट' किया, कि देखो तुम्हारी ज़रुरत का सामान हमारे पास मौजूद है - पैसे ही कम हैं न तुम्हारे पास, चलो तुम जितना दे सको उतना ही खरीद लो, हमें बेचने में गुरेज़ न होगा! गुरेज़ तो क्या होता - ये तो वो भी बेच देते हैं जो होता ही नहीं है! और जो नहीं होता वो खरीदना तो हम आज़ादी के साठ सालों में सीख ही गए हैं। ख़ैर उन्होंने कम पैसे में बेचा - सफ़ेद की जगह मटमैली यूनीफॉर्म, ४० की जगह २० पन्नों की किताब, टीचरों की जगह फटीचर - गरीब को स्कूल तो मिला!
शिक्षा देना ज़रूरी भी है। अगर किताब में पढेंगे नहीं तो बच्चे जानेंगे कैसे कि वो कितने महान देश में रहते हैं? ख़ासकर दलितों, मुसलमानों, या दिहाड़ी-मजदूरों के बच्चे, और इस देश की लड़कियाँ कैसे जानेंगी? यूँ पता चले न चले, किताब में लिख दीजिये कि इन लोगों को शिक्षा का मौलिक अधिकार दे दिया गया है फिर देखिये लोग कैसे फटाफट मानते हैं इस बात को। और तरकीब यह आज़माई हुयी है। काम कैसे नहीं करेगी? बड़े बांधों के बड़े फायदे, हरित क्रांति का दिया हुआ रासायनिक स्वर्ग, इस दशक का आर्थिक विकास और उस की दर- ये सब भी तो किताब में पढ़-पढ़ के ही मालूम किया है इस देश के लोगों ने। हमारे यहाँ स्कूल की किताब और वेदों में कोई भेद भाव नहीं किया जाता है। जो लिखा है पाठ्यपुस्तकों में, वही परम सत्य है। उस के बाद तो लिखने वाले भी मरते मर जायेंगे, मगर किताब में लिखे पे सवाल नहीं उठाएंगे। आप को पता ही क्या है हमारी श्रद्धा, आस्था और भक्ति भाव के बारे में!
देखिये सीधी, साफ़ बात है। ये वैश्वीकरण का ज़माना है, अब आप अमीर-गरीब के देशी झगड़ों से निकलिए बाहर, उस से आगे बढ़िये। समझिये इस बात को कि दुनिया के सारे ग़रीब एक बराबर हैं, और दुनिया के सारे अमीर एक बराबर हैं - अब इस से ज्यादा क्या बराबरी हो सकती है भला? ज़रा वैश्विक दृष्टि विकसित कीजिये मियाँ!

Voting for INC: Exercising Enforced Choice
The moment I arrived outside the door of the polling room I saw this huge line of people from my neighbourhood. I had hoped to avoid them because seeing them reminds me of who I am for them - an identity which means nothing to me except that it is ironically the one thing about me which people can identify, classify and understand. That my father is a Muslim man and so by the laws of patriarchy and silence, so become I.
It is not just that BJP, among others, thrives on communalization of people, places and political practices, it is also that people around me have never bothered to hide their dislike and even contempt for Muslims. Makes life interesting if you happen to be half a one. I am part Hindu, part Muslim. It is an identity which I learnt about as I grew up. As a child, it was only about funny incidents when we'd try frantically to hide symbols of one religion from the grandmother on the other side...! Socially it did not mean much to us. Plus, though both my brother and I are compassionate and sincere people (so I like to think) and to some extent spiritual, neither has ever been religious at all. So suddenly when we found people making faces and staring at us oddly after asking for our last name, we didn't know how to take it. Or how to make the discovery less painful for them!
My hairdresser hates muslims and made no secret of it till she realised my dad is a muslim, a boutique owner in my locality routinely offers her own less than kind observations regarding muslim women, some of the students I tutored during graduation, and their parents did the same...It is not that I am interested in flaunting the fact of being of a mixed or Muslim parentage. That is not of much consequence to me except that I am proud of the fact that it makes me a sensitive and less judgmental person. It has also given me greater leeway in determining the kind of person I am, my values, aspirations, my friends and boyfriends ;) What I severey dislike is the need sometimes, to hide facts about myself, and trust me I have to do it oftener than you'd imagine. And that is where this entire vote-for-congress crap comes in.
I, like most north Indians, have often heard heated comments on how the INC is addicted to pacifying the minority, taking soft decisions on hard realities. It cannot be anybody's case that the Congress has not played the communal card - be it 'pacification' of minorities, paltry promises of secularism and equality or soft-Hindutva. There are hardly any tricks of the political trade the INC has not played. It is definitely not my view that the INC is the best possible candidate for ruling any part of India. Worst of all, it has blatantly pursued a neoliberal agenda; and as a student of Education and Gender Studies, I spend most of my time unpacking in great detail all the harm that agenda has done.
So, for the first time in my life, that day I voted out of an instinct for self-preservation. Not as the person I am, but the person people are hellbent on making me. I voted as a Muslim citizen, instead of as a woman voter in a country with a hideous history of subordination of women; or as an activist demanding effective, meaningful democracy, participation and equality; or simply as a young person not sure of whether for the majority of Indians India as a nation-state is on the right track. The one aspect of my being, a merely factual aspect of my being in fact, hitherto inconsequential in the big scheme of things for me, took over to the extent that it became the guiding factor when I had to make a choice as a voter in a supposedly secular democracy. And I do not know whether I can forgive myself for that moment of fear.
For it was fear rather than any sincere faith in any party's protestations of secularism, or the haath extended to the aam aadmi. I just hoped that INC would not unnecessarily go against its image and deliberately target a muslim youth. Unless of course it becomes necessary at some point for it to do something to rid itself of the stigma of pacifying the muslim voter, and it decides to make an example of a Muslim youth. Something the BJP, the RSS and the self-righteous footsoldiers of right-wing Hindu nationalist forces take pride in doing. The increasing number of bhajan sandhyas, pravachanas, the inevitable babas and the equally inevitable comments in trains, buses, public offices, and queues everywhere...succeed in 'en-musliming' a perfectly irreverent, atheistic young person; so that after a point, that person really begins to wonder if it is indeed as ridiculous an idea that Madhya Pradesh can ever become Gujarat, as she once thought. Unfortunately, for an already polluted and difficult-to-breathe-in Indore, all these have predictably sparked off a who's-the-most-religious-of-us contest among all communities - reducing the city, on most days, to a mess of littered, cordoned-off roads, singing corporators, portable diases, and some times I feel, portable make-believe divinity too.
I am worried in writing about this at all. This, after all, is the perfect argument, perfect logically for those who'd like to claim that bad experience and stigma have embittered me, attributing to me anger and vindictiveness I cannot imagine or opt for. But I wanted to write about this to see if it would make me feel less guilty about my choices as a voter, and also because I want you to know that it is not easy to be nice, caring, upright or unafraid when it is possible for social and political groups to target someone because of their caste, religion, colour or gender.

In the aftermath of the attack on GHQ, at least one commentator, senior journalist Zaffar Abbas and resident editor of Dawn newspaper in Islamabad, wrote urging the military and civilian establishment to drop these distinctions.
“The attack on the GHQ may prove to be a watershed that compels the security and civilian establishment to realise that the time to distinguish between ‘good’ and ‘bad’ religious militants [is] over, and a consensus [is] needed to confront all such groups as enemies of the state,” he wrote in a front-page comment in the newspaper.

doing my homework myself: for a working democracy
how?
i aspire to become an educationist, and a child care campaigner (care- not as in child care or welfare; i mean to care for a child, to let all children know that there's someone who cares for them, their well being and happiness).
i do not believe in privatization of education, but right now i am involved in documenting a private school's success in innovation and in advocating and facilitating a different kind of learning-process.
so why am i living this paradox? was i stupid enough to be unaware of it, was it the money, or has my non-belief in privatisation been shaken?
thankfully, none of these. i.e. it wasn't the money, but the work- this is one of the very few things i could work on without compromising my convalescence. and sheer boredom was killing me; and what the school's achieved is pretty intersting and rather commendable.
and though i am not as fond of arguing as some people i know are, i'd hate to lose an argument- to anybody. so i undertook this is an exercise in adding to my arsenal.
you see- i don't ever want to be in the unenviable position of talking about something i don't know the first thing about...so i thought i'd take a look at how exactly this private school operates, the premises and ideology it works on, what it does to help its students learn better.
and i tried to keep an open mind, i've noticed that it's generally a good idea.
i wanted to see if i could be converted.
so now?
well, i am not going to talk about the school or what i thought of it- it's actually quite nice, (except the fee part, of course ;-) ) has been workign real hard to operate in accordance with its beliefs and initial premises, and is generally keeping the children really happy. so there's nothing to find fault with.
but when i was thinking about how well this school is doing and that privatization does have a few things to recommend it, i stumbled upon an argument.
it's generally believed that if a private operator can provide better services, well, why not let the service be privatised?
so if private schools work better for everyone concerned (and trust me, they work well enough for the government as well; sweetheart, they won't be allowed to operate otherwise, now would they?), than government schools, what the hell is wrong with letting them work?
this is what-
forget the kind of government schools we have right now. they don't work- successive governments have painstakingly ensured (not without incentives, pats-on-the-back and promises of investments and aid) that they don't even remotely resemble anything that works.
nope. let's think of a school that's open to all children- from all calsses and communities, that's fully equipped with laboratories, sports equipment, material and room for arts classes, has the requisite physical infrastructure, and the requisite number of properly trained teachers. there are also enough number of such schools so that no children in any region need to be packed into buses to be dropped at school.
who runs the school??
well if you are talking money- it comes from the government- and honey, don't you be naive enough to believe that the government does not have money, they just lack the will for the most part- from what i've heard it's already happily footing a bill of some Rs. 10, 000 crore for the Commonwealth games. not that i've anything against sports (i consider it essential for a person's growth; only hosting a beyond-our-pocket international sports event is another story) , but i am assuming that a government that can pay a bill of that order to host an international sports event can definitely pay for its children's education. at least it should. and it keeps telling us that it does- but how many of us understand the intricate details of a union budget? how many of us understand what exactly the government pays for, stops paying for, and what conditions it lists for something to be paid for, by it?
not many.
you think no other government pays either- but they do- in USA, Canada, and many other countries....the government pays- if not the central government, the local or state governments do (or their equivalents).
but you know what, it isn't just the funds that run a school- there are some ten thousand otehr decisions to be taken. for example? well, who decides upon the curriculum, syllabus, allocation of funds for teaching and non-teaching activities, teacher credentialling and recruitment processes, other education and school related activites? who gets to have a say in the laws governing public education and the running of schools??
well, the obvious answer is- the parents, the community around the school, the teachers.
in short, a board can run the school- a board elected by the parents/community, comprising school teachers, parents, administrative and non-administrative staff, public representatives.
again, don't think it's never been done- many nations have a long and successful history of running their schools this way.
now why the hell would anyone want the hassle of being responsible, even in part, for running a school???
because it's for their kids- their kids' entire lives, their dreams, potentials, opportunities, and most importanly, their kids' mental and emotional well being.
and that is the leson we are taking too darn long to learn.
governments can run schools, private companies can run schools- and they can do it real well too.
but education- as in learning to run our own lives, take our own decisions, explore and enhance our potential, take an active part in running our country, playing our roles as global citizens- is a resource as essential to mankind's survival and dignity, as land, forests, water...
the reason we face again and again, the danger of losing our share of these resources is, we have not accepted that we are responsible for managing these resources, that we are responsible for not misusing them, for not giving them into somebody else's keeping, for not depending on somebody else to preserve them for our use.
we say- what if somebody can take better care of them than us, why shouldn't those people do it and be paid for their work?
isn't it rather like letting a paid tutor do your kid's homework, and then realising one fine day that your kid knows nothing, can do nothing, and can not survive in a racing competitve world? because she did not learn to stand on her own two feet, becasue she was not allowed to learn how to behave in a responsible manner?
if we can not take care of our rivers, our forests, our farms & factories, and our schools, we have to learn how to do it because we have to use them, we have to preserve them, we have to teach our kids how to go on preserving them. because we can not and will not survive without these resources.

More on the Benazir incident
Secondly she did specifically say in at least one of her public addresses that she'd fight the broadening and putting up of terrorist bases in tribal regions. Plus, she'd met Hamid Karzai that day only and it's the Afghan-Pak border which is porous and a great aid to terrorist aspirations and intentions.
So one isn't surprised that she was gotten rid of real fast.
Though i have yet to see press releases or reports of what transpired between the two leaders.

Benazir's Good Ole' Neighbours
And some of our national leaders (more 'nationalist' if you get the point...) can think of nothing better to say than "jo aag Pakistan ne Bharat ke liye lagayi thi us mein woh khud hi jal raha hai"
Very mature, very politically wise, very relevant and oh such a boost to the ongoing peace-process between the two neighbours.
I take it I don't really need to specify the name of the party to which these national leaders belong.
I know we have all given up hope that our politicians would either talk sense or simply shut up. And you'd think that recent victories in a couple of state assemblies would have made them at least temporarily magnanimous, even if they can not be expected to have bestowed upon them the sense to see that retrospection and a fresh line of thought and action might benefit the people who've voted them into power as well as the ailing image of the party itself.
First of all, it was a very childish, petty and inopportune comment to have been made by such experienced political leaders in a country as strewn with controversies and political issues as ours. Not to mention the implications this latest crisis would have for the Pakistani Awam.

We have to accept that deprivation, marginalization and a callous ostracization from development agendas and processes make for the best possible breeding ground for any kind of militant groups- whether they are rooted in Islamic fundamentalism or not.
Add to that our communal politics and we have an infallible recipe for a failed state, not to say a state steeped in hatred, violence and with no immediate mechanism available to stay together or move forward together.
The blanket comments we make regarding an ever-present all-encompassing popular Pakistani will to attack the development processes or the fragile peace in India only serve to show the immaturity of our political cadre as well as the lack of any kind of understanding in the Indian people of the current terrorist situation and the international political scenario.
We need not only to forge better relations with our neighbours considering our own strategic, security and developmental interests but also to gain a better and correct understanding of their issues, their circumstances, their political and strategic mechanisms, and their needs. We also need to know better than to take the word of our leaders for anything- we need to look at the struggles brewing in almost every corner of our nation for resources, for a sane and sensible political representation. We need to understand what ideologies and governmental behaviour led to such a huge section of our population being left out of all sorts of considerations. We need to ensure that we do not blindly follow the courses charted by our political leaders without considering the effects it would have on other sections of the society and their survival and developmental needs.
And we need to do all this not just to avoid furthering of terrorist interests but because unjust political or social systems could never give us the kind of compassionate, intelligent and broadminded human beings we need to create a sensible and stable world order.
Most importantly, let us all develop the difficult habit of thinking before we comment on things- particularly when the comments form part of a message of dubious commiseration to the hurt and bewildered people of a nation in the throes of social and political turbulence.
